Easy peasy.  Just do the following.

1.  Forget the public folder.  That's not the way to do it anymore.  You want 
to put the file in the main Drop Box folder.

2.  Now, open the short cut menu after focusing on the file.

3.  Now, from that menu, choose "share file".  What will occur then is that 
Drop box will create a link to a page from which the person can click and 
download the file.  This link is placed by Drop box on your clip board you 
don't need to do anything beyond that. 

4.  Now, in a new and regular e-mail message, just press Cmd+v to paste this 
link in to the body of the message.  IF you wish, you can take the step of 
making a tinyurl out of the original link.
