There's a bit of personal preference as well. I generally use just the arrow keys to navigate the table and VO-j to jump to the format inspector. Using just the arrow keys will move you through just the visible cells (visible meaning those that haven't been hidden). This is generally a good thing, as trying to edit hidden cells can get you into trouble, and they're usually hidden for a reason. But if for some reason I want to access hidden cells then I use VO and arrow keys. VO and arrow keys also let you wrap from the end of one row to the beginning of the next, whereas just arrow keys do not.
