Hello Bob,

Go to VoiceOver Utility (VO-F8) and press Cmd-3 to go to Speech. Navigate right 
to the default voice which is a menu button. Press VO-space and go down to 
Customize. Press Return and navigate right to the table of voices. There is a 
vast selection of voices in English, along with lots of voices in many other 
languages.

I've been using a Mac for 18 years and am very attached to the Fred voice, but 
I do use Fiona, the Scottish voice as my system voice.
