1. launch system prefs, 

2. go to key board.

3. select key board short cuts.

4. go to mission control in the first table.

5. go to the next table and check show notifications center.
6. hit enter and choose the shortcut. I have control shift n. as mine.

Is there a Shortcut key or can one create a shortcut key to open the
Notifications area of Maverick?  

I was told, last week, by an Apple employee that a two-finger swipe from
left to right on the TrackPad will open it but, as far as I can tell, this
gesture only works when the TRackPad Commander is off.
