This can be done, yes, but it's a bit tougher because the tool that Mavericks supplies for creating media only itself runs on Mavericks, rather unhelpfully.
In summary, what you must do is restore the base system disk image, BaseSystem.dmg, onto your freshly-formatted USB stick, and then copy over the packages in the installer. The BaseSystem.dmg file is inside the InstallESD.dmg file, itself inside the app bundle. Restore that image to your USB stick. Finally, delete the Packages alias from /System/Installation on your stick, and replace it with the Packages folder from your outer InstallESD.dmg image. If you like, when I've got more time, I could set up an environment with which to test and get you step-by-step directions. In the meantime, hopefully someone else can help you, but that's the face of it.
