No. As with any OS install, once you boot into the OS of your choice, you can't do anything with apps or services on another OS, because that second one is not booted. You may be able to access files, depending on your permissions, but you cannot actually run apps. You will instead need to re-download any apps you want to test, but keep in mind that not all apps will work with Yosemite yet as it is, after all, still a beta.
