Hi,

It does appear to be problematic on the Norwegian keyboard for some reason.  As 
far as I can tell, the slash is accomplished by pressing shift-7.  When you use 
keyboard practice, and press VO-shift-7, it announces the "Label" command but 
when you actually try it in regular mode, it just thunks.  You could do it the 
long way by pressing VO-h to bring up the Help menu, down to Commands, over and 
down to General then over to the right once, type l a to quickly get down to 
the Label Item option then enter your label from there.

Not particularly quick and easy but doable.
