If you just delete tracks from iCloud, they are hidden from iCloud.  They 
remain in your Purchases list.  To get rid even of purchases, use iTunes on the 
Mac to go to Purchases and then choose "Not on this computer" and hide each 
item.  You hide items by routing the VO cursor to the button in the group 
several times until you hear button spoken twice, then left-click it.  Answer 
the prompt.  Same applies to apps and other things, BTW.  I no longer need to 
maintain apps in my iTunes library, because I've hidden all the cruft and can 
now easily get just what I need.
