Generally, a clean install is not required. Only if your Mac starts doing odd things or not working properly should you do this. Some people do a clean install for every major upgrade, but I say if you don't *need* to go through the hassle, don't bother. In other words, try a regular upgrade first. If weird things start happening, and no one else is having the same problems, and regular troubleshooting (permissions repair, PRAM reset, etc) don't fix it, only then do a clean install.
