I believe it is vo+f1 twice that focus on this, but first you get into a menu, 
then go to Notifications and down to the relevant message Interact with scroll 
area and then there are buttons after stopped interacitng with the scroll area. 
Sometimes i can not get to software updates with this keyboard command.

Better than that, you just go in to the Notification Centre, prefences, 
interact with the table on the left and there you will find a list of things 
you can change such as messaging alerts, calendar alerts and make sure all that 
you want has an alert style (although software update) is not in the list but 
everything you want will be in the middle of the screen (an interrupting 
dialogue box is displayed in the middle of the screen) as it is on the I phone.
