Hi,

 

When that sort of thing happens, it is advisable to try the Window Chooser
with VO-f2-f2.  It is out of character for something to take that long to
start so you can usually assume that your Mac is waiting for you to do
something and you just aren't seeing it.  the Window Chooser will often
bring up choices so that you can determine why things aren't moving along.
The Authentication window commonly does this sort of thing, sometimes
because you did some sort of interaction that made VO lose focus or not gain
proper focus, and sometimes, just because it screws up leaving you
wondering.

  Sometimes, you need to toggle VO off and then back on and those screens
will be read as expected.  I would report that experience to accessibility
though.  Better they hear about it.

 You shouldn't have to turn off VO.  Or, you shouldn't have to do so.  
You can always toggle it off for a few seconds and turn it back on to 
see if that does, by chance, change something.
