It is out of character for something to take that long to start so you can usually assume that your Mac is waiting for you to do something and you just aren't seeing it. the Window Chooser will often bring up choices so that you can determine why things aren't moving along. The Authentication window commonly does this sort of thing, sometimes because you did some sort of interaction that made VO lose focus or not gain proper focus, and sometimes, just because it screws up leaving you wondering.
