Dear Reggie,

I've just opened a pdf document to see what happens in Preview on my computer.  
Now, provided the file is converted into text, i.e. not an image of the text, 
the text is to the right of the toolbar.  What is happening when you try to 
navigate with vo+arrow keys?  If you hear "toolbar' then if you move to the 
right of it with vo+right arrow you should be on the text area.  You need to 
interact with it by pressing vo+shift+down arrow.  Then you can use vo+arrow 
keys to move around the text.  You need to stop interacting by pressing 
vo+shift+uparrow in order to leave the text area and go to your toolbar.  You 
need to interact with the toolbar in the same way as before to see what choices 
you have in the toolbar, including the title of the document that's currently 
open.
