It is how you can move around webpages by letters (h for headings, l for links, etc). Open the VO Utility with vo-f8, adding the function key if necessary, and go down to Commanders (or hit cmd-8). Select the Quick Nav tab, find the checkbox about enabling single key navigation, and check it. Next time you use Quick Nav in Safari, you can move around much more easily and efficiently.
