I am guessing. Regarding the Russian voice, this file needs to be saved in the voice over folder. First copy the file from Mountain Lion. It was like this with the Norwegian voice. Now i could not find it again. Maybe you need to type something in Terminal to get open some files. To get authorization to theese folders. I could find this command either. Out of luck today. Others on this list know this command or search for it in google.
