I was able to get internet recovery to work with VO on my MBP 13, late 2011. It 
was guesswork though, because I couldn't tell what it was doing. So my guess is 
that you have to wait about an hour or so, then try command plus F5, and fred 
will come up talking.
I made sure I was hard-wired into my router, connected the ethernet cable prior 
to booting, and held down CMD plus option plus r for a while, even after the 
chime, at least a good minute or so.
I waited I'd estiamte about an hour, but this is a guess, and did CMD plus F5, 
VO eventually came on, but i had to press command plus F5 quite a bit during 
that time,t hough. So my guess is, if any blind person wants to do internet 
recovery, time with a sighted person, how long it takes for the globe to stop 
spinning on the screen, and that'll determine how long you have to wait before 
you press CMD plus F5, a I guess that when the globe is not spinning, that 
means the internet recovery is done loading.
But, that was just an F.Y.I., for those people who are blind, and may have been 
wondering whether or not internet recovery was possible using VO. Yes, it is, 
but it's harder to guess at than the regular recovery partition, yet, it is, 
with patience, possible to do.
