Caitlyn,

I've no experience of Braille display use nor have I got one that's compatible 
with an iOS device but I've been reading about this topic a lot in preparation 
for having a display one day.  I seem to remember that you do use the routing 
buttons above a Braille cell to activate a link but the first press of the 
routing button takes the cursor to the link and then you have to press it 
again.  So maybe try pressing the routing button twice.

Forgive me if you've already tried this.
