Hi,

Probably yes.  It is still considered a Purchased item by the AppStore.  I 
wonder if you chose to "Hide" the purchased item, if that would stop some of 
the stuff you're experiencing.  To hide a purchase from the AppStore, do the 
following:

1.  Open the AppStore.
2.  Press cmd-4 to bring focus to your Purchased items.
3.  Interact with the Table of purchased items.
4.  Navigate to the Microsoft One Note item.
5.  Press VO-shift-m to bring up the Contextual menu for that item.
6.  Choose "Hide Purchase".

Actually, I think that's the only choice you have but choose it anyway.
