The smart lists do  not at all require to drag and drop.  you can create a 
smart list from a search or you can define a category to be a smart list.  For 
example if you wanted a cookie smart list to always display all your cookies 
then you'd just create a smart list named cookies and type cookies or whatever 
into your category field in the smart list creation instance.
