While you can do everything for VirtualBox in the terminal, even if you get a virtualPC up and running you'll still have to install Windows on it and such. It's a non-trivial bit of work. VMWare has a nice GUI which makes this easier. Here are a couple virtualbox terminal tutorials I found:
