When iTunes Match is turned on, the only way that you can place actual songs 
onto your iDevice, is with the Download button you mentioned.  What likely 
happened previously, is that you had already placed these songs on your iPhone 
before subscribing to iTunes Match, thus the local copy remained and just sync 
up with everything iTunes.  If you wish to place these songs back onto your 
iDevice without the monotonous task of hitting 400 times on the Download 
button, then do the following:

* on your iDevice, turn off iTunes Match.
* sync your iDevice accordingly.  That is, connect your iDevice to your 
computer with the USB cable and sync the music over the old fashioned way.
* once it's done, disconnect it from your computer and turn iTunes Match back 
on.

There will be a few cautions about Libraries being replaced and such but that's 
simply the database stuff, not the actual songs.  Depending on the size of your 
iTunes Library, the re-syncing of the Library to the iTunes Match setup could 
take a little while, but not usually more than a few minutes.  Once the re-sync 
is complete, those songs should no longer have the "Download" button beside 
them and you can then listen to them whenever you don't have a WiFi and/or data 
connection.
