The one I have is atomic web browser and it works well but hasn't been updated for a long time and developer doesn't answer emails. You can choose which browser you want to show as, can double tap and hold to get extra options like downloading files even if their media files. There is a download manager as well from memory but I personally use browsers in my file manager etc.
Find the app at https://itunes.apple.com/au/app/atomic-web-browser-full-screen/id347929410?mt=8 Danny.
