Hold down the option key and press the left arrow. That should boot to the recovery partition. If you are trying to boot off of another drive, the right arrow key should select that target.
If the Mac uses a firewire or thunderbolt port, you can connect it to your functioning Mac and use Target Disk Mode by holding down the t key during startup on the non-functioning Mac too.
