Hello! Are you trying to turn VoiceOver on by pressing Control-Option-F8 or bring up the Voiceover Utility?
Before you can open VoiceOver Utility, VoiceOver must be turned on (Command-F5). Once VoiceOver is on, you can open VoiceOver Utility with Control-Option-F8.
