Interesting,
I did some investigating, and found that quick nav was in fact on.  
That was why my submenus were not working properly. Interesting that  
turning voiceover off and then back on does not cancel out quick nav  
mode. You have to hit the left and right arrows to get out of it. It's  
a bit hard to know you're in quick nav sometimes though, because the  
voiceover keys still work as normal, so I had forgotten I turned it on  
earlier.
Old habits die hard I guess.

As a side note, does anybody know how to speed up the voice that reads  
the Ichat incoming messages? Changing the system voice settings  
doesn't seem to do it.
