What we're providing in SL is a package of all the Braille tables we produce. Once installed, the popup menu in VoiceOver Utility will show all the available braille tables in the language of the OS. So, if your OS is in German, the names of the languages will be in German. As we add languages, we'll update the whole package. We're doing it this way because of the way Braille is implemented in Snow Leopard.
