From what I've heard tethering is a feature supported or not by the carrier, not a limitation of the iphone. In the US AT&T is the only carrier and they do not allow tethering. That said there are iphone apps (for now) which allow you to share your iphone data connection out as a wifi hot spot which you could then connect to via your laptop. Here is one article about that:
