Hi, I had no problems setting up my mac mini, even without a monitor 
connected. What probably happened with your laptop was, the function keys 
were set for hardware functions instead of software. In that case, command 
function f5 will start voice over. The mac mini defaults to software 
function keys, so just pressing command f5 should do the trick.
