I am experiencing this too, but Alex's response was extremely useful and at least just makes it more of an annoyance since the work around is to stop interacting with the toolbar which it puts you in interacting with for some reason and then go to the html content. It is definitely a bug, but as much as I hate to say it, with safari's list of problems we might want to have priority rankings on what we hope they fix sooner than later assuming they fix them.
