I recommend OpenOffice. With Writer you have access to bullets and tables. With those two things, you can make a pretty decent technical document.
Just a note about the tables: You might not think that you can do anything with Them at first, but it does work. However, Text presented in a table on a help page is unreadable by VO. I've been in tuch with the developers about this.
