Yeah, that's true, right now, in Leopard, I'd say try interacting with headings, and if they have links in them, then they do. Hopefuly, this will get fixed in Snow Leopard. With what I've read on the apple accessibility pages, don't see why it wouldn't get fixed since navigation of the web is a major area with changes according to what's up there.
