The iPhone has GPS. GPS is separate from the Google Maps application that ships on the iPhone, which simply uses GPS to pin-point your location. GPS can be used for any number of things, and is not restricted to Google Maps.
Apple states that the Maps app that ships with the iPhone is accessible with VoiceOver. Other applications from third-party developers is unknown at this time. Just wanted to clarify.
