I believe this was due to the 2 year contract that would have to be broken. There has been some discussion about this in other forums. So if you've got most of a two year contract on your current phone and want to break it to get an iPhone it's going to cost you. This is probably an AT&T thing (in the states) rather than an Apple thing.
