Hello Melinda, I think that Angel LMS may only work with Internet Explorer 7 and Firefox 3, which means it is not accessible with VoiceOver on a Mac. I tried to do a Google search, and I found a page which said "You can get a preview by visiting the new website http:// lccc.angellearning.com and clicking on the Online Orientation." When I tried that site, I could navigate it in a recent WebKit nightly build for the Mac (from: http://nightly.webkit.org/), but there were warnings that "Internet Explorer 7 and Firefox 3 are the only approved browsers for use with ANGEL." and "This is not a supported browser. Please use a current, non-beta version of Internet Explorer or Firefox." It also required that I my browser support Ajax, Cookies, Java, Javascript and Popups (all of which passed) and plug-ins for Acrobat Reader, Flash Player 9, QuickTime Player Plug-In, and Windows Media Player Plug-In. (I failed on Acrobat Reader plug-in and Windows Media Player Plug-In; I could enable Acrobat Reader plug-in instead of Preview, but it's a pain to use by comparison, and Flash Player 9 is bad news all around for VoiceOver accessibility.) There are limits to what can easily be checked without a login account, but this doesn't look promising.
Sorry not to have better news. Maybe another list member has experience with Angel LMS?
