Mike,

 if you are outside of your own house then you need to do a couple of
things.

 One is tha tyou use the ip address of your house or ruter given to you by
the isp.
 
Second you need to have port forwarding setup on the router to point any
traffic using port ??? Directed to the internal ip address of your pc that
your accessing.
