We don't know what you did to install Jupyter there, but it won’t be via MacPorts. Maybe you used a standalone Jupyter installer or some other package manager (Homebrew maybe?). Since we don’t know how you installed it, we also can’t tell you how to properly and fully uninstall that copy of Jupyter, but you could for instance rename /usr/local/bin/jupyter to jupyter.disabled to move it out of the way for now, so MacPorts’ jupyter will be first in your $PATH.
