I do something like this:
export OLDV=39 NEWV=310
sudo -E port -pNc install "python${NEWV}" $(port installed "py${OLDV}-*" | sed
-E -e "s/[[:space:]]+py${OLDV}/py${NEWV}/" | cut -d " " -f1 | tr '\n' ' ')
sudo port uninstall "py${OLDV}-*"
