I am using python port of GST Generally if it's been disabled, it's because it doesn't work (likely because Sierra no longer provides some required API). Digging in git history reveals https://github.com/macports/macports-ports/commit/3c18d82733e85704704235e3dba55a25540645f2 which disabled it because it requires Apple's QTKit (QuickTime) which is not included in Sierra.
