I’ve added a patch for this and fixed the issue:

Given the long tail of deployed PostgreSQL servers and data files, I’ll defer 
to the MacPorts community whether these older unsupported versions should 
actually be deprecated, as they’re required to migrate data to more recent 
PostgreSQL versions.
