I didn't think it did. I did find this article which describes a method that can be used to achieve it, however, by first hard-linking everything to a new location, then syncing, and then deleting the files at the old location. https://lincolnloop.com/blog/detecting-file-moves-renames-rsync/ But before we go reorganizing anything I want to understand why it's necessary.
