I see the same error. I checked the download area @ eclipse.org and the
files are there so I don't grok what's happening (mirror issue?).
A copy of the SDK can be installed from
http://download.eclipse.org/m2e-wtp/milestones/kepler/1.0.0/1.0.1.20130911-1545(at
least it worked for me)
