No, this is not possible and no plans to adds this functionality.
The whole point of settings.xml is to provide configuration specific to
build environment, which cannot be part of project source tree. Things
like proxy settings and mirrors, that tend to vary from one computer to
the next. If your company projects must access certain repositories,
pom.xml is the place capture this.
