At the "What's new in LyX 2.1" at http://wiki.lyx.org/LyX/NewInLyX21 says that "LyX supports now not only papers for IEEE journals but also contributions to IEEE conferences...." I'm using LyX 2.1.0 beta 2 and I don't see the IEEE conferences class listed.
