The correct answer is, however, to insert

  \usepackage{parskip}
  
in Document>Settings>LaTeX preamble, because LyX way of separating
paragraphs is buggy (see 
http://ctan.mackichan.com/info/l2tabu/english/l2tabuen.pdf
http://www.lyx.org/trac/ticket/4796
) and leads to too much vertical space around lists and similar constructs.

Some document classes (e.g. the KOMA classes) provide alternative ways to
configure paragraph separating with configurable space between
paragraphs.
