You could use the following action:
inset-insert graphics width 100text%
Bind that to a shortcut, then run the shortcut, click on the empty
box, then click on browse to select the graphic. Is that any better?

Note that this is somewhat a hack and is not guaranteed to work well
or in future versions of LyX. For example the graphics dialog normally
requires a filename. We might make it so the action does as well.
