For software that allow you to predefine some security options for exported documents, you may select to disable printing and/or disable copying of content. There should be a way to achieve one of these ways with ghostscript, if not (pdf)latex. Converting to and from image formats may appear to work but they may be indexable (for indexers that do OCR), while not searchable. I know there must definitely be a way to lock out the text like this, because unfortunately, I've had the bad luck of dealing with such files. It becomes a real PITA when you're spending hours reading tens of books for relevant data and information.
