I had to load \usepackage{hyperref}to get \usepackage[figure*]{hypcap} to run.
With plain text I don't see any problem and it seems okay if I insert a graphic (simple png sized to 8cm X 8 cm) but a Figure Float of the same size reproduces the problem.
