The problem here is that you can't use \thepage for this, because of details of LaTeX's page construction algorithm. The perpage package does provide facilities that allow you to figure out what page you are on, though. But I'm not sure how to arrange for some command particular command to be issued on each page.

    This is a complicated issue. Just figuring out whether you're on
    an odd page is complicated. I'd ask on comp.text.tex and see if
    anyone has any ideas.
