Yes, I understand what you mean. I have seen it too.
This is a latex bug. Complain on a latex mailing list - perhaps it gets fixed someday.

As a workaround, try making the text a little longer than your picture,
before the new paragraph starts. A blank line or two with ctrl+enter?

Or make the picture a bit wider so that the text breaks over more lines?

Text flowing around objects is not something you can trust to work automatically in latex, and therefore not in LyX either.
