It's suppoed to be, but perhaps the Slackware packager didn't specify including the entire scheme.

I always manually installed LaTeX packages when runing tetex. I did so now with tocloft, but reading the doc told me it would take me a while to figure out just how to use it properly. So, in the interest of saving time I just added two protected spaces before each table and figure caption and that did the trick. Perhaps some day I'll have the time to learn tocloft.
