I'm not positive, but I think LyX may be looking for the dictionary in either C:\Documents and Settings\<you>\Application Data\Aspell\Dictionaries or C:\Documents and Settings\All Users\Application Data\Aspell\Dictionaries, depending on whether you installed LyX for just yourself or for all users. So you may want to try reinstalling just the dictionary, being careful to specify the same choice of single user vs. all users that you made when installing LyX. I'm not sure where you got your dictionary. If you got it from the Aspell project on SourceForge, it may only install into C:\Aspell. There are dictionaries intended for use with LyX at http://developer.berlios.de/project/showfiles.php?group_id=5117&release_id=12973; I think those will give you a choice where to install them.
